ASYLUM SCANDAL.

THE KEW INQUIRY. REPORT OF COMMISSION. DOCTOR EXONERATED. United Press Association. MELBOURNE, November 27. The report of the Royal Commission which has been Inquiring Into the conditions at the Kew Mental Hospital states generally that Dr. Ellery was not guilty of cruelty nor maladministration, but that certain attendants gave what the Commission terms "wilfully false evidence, in an effort to injure him." After exonerating Dr. Ellery the report concludes by stating that the primary cause of all the difficulty was the overcrowding at the Institution.
