RUSSIA AND JAPAN.
ULTIMATUM TO SOVIET. TOKIO. September 17. The Minister of Foreign Affairs', Baron Shidehara, has informed the Cabinet that unless Russia changes her attitude within a day or :two, and accepts Japan's Saghalien proposal regarding the leases of collieries and oilfields, negotiations will be broken off. The Minister sent the Soviet Ambassador an ultimatum to this effect yesterday. Moscow has not yet replied to liis communication.
