HAURAKI PLAINS LOANS.
A MUTILATED BILL. CHIEF .OBJESTIVE LOST; By Telegraph—Special to Times. WELLINGTON, Thursday. The greater part of the objective of the Hahraki Plains County Council Empowering Bill (Mr T. W. Rhodes) is lost if the amendments made by the Local Bills Committee are approved by the House of Representatives. The Bill authorises the Council to raise a loan of £3IOO (by special order without taking the steps described in sections 8 to 12 of the Looal Bodies Loans Act, 1913), to pay off liabilities on the Orchard bridge and Waihou bridge loans. The words from "by special order" to the end of the , clause are deleted. The whole of clause 3, empowering the Board to raise loans for the construction of bridges over the Waihou and Piakd Rivers without taking polls, is also struck out.
