Received September a.m. BERLIN, September 17. • In the Cabinet differences of opinion on the subject of proclaiming Germany's repudiation of war guilt . led the Nationalists to issue a manifesto demanding a speedy redemption of the Government's • promises, which were made when the adoption of the Dawes Bills depended on the Nationalists' votes The manifesto demands that the Nationalists shall share responsibility for the execution of the Bills and be allowed to do their utmost to improve or revise the impossible and unbearable stipulations of the London Pact. The manifesto threatens vigorous opposition if their demands are not conceded.
