The Observer's special correspondent, in an interview with M. Rc.kowsky. declares thai lhe Anglo-Russian conference has revealed a most serous crisis. The conference is divided on the subject of pre-war debts. "Wc declare," said M. Rakowsky, "that il is impossible for an impoverished country like Russia to pay according to nominal value. Our formula is that the payment of debts must be considerably reduced in exchange for a loan, The British answer is to refer us to the city, and the city takes its stand on the bankers' manifesto and says: 'Earn our confidence first by repudiating your socialism.' In lhe circumslances no practical results arc possible."
