De Frasse, an engineer, publishes a remarkable scheme . for a trans-Atlantic service, of which naval flying experts approve. The scheme provides for the construction of four f err o-concrete islands, costing £3.000,000 each. The islands will be boat-shaped and of sufficient heightto prevent the largest waves washing over them. They will he equipped with Diesel engines, giving a speed of five knots, enabling the islands to resist the action of wind and tidesEquilibrium and stability are ensured by ballast. Each island will contain an enclosed dock from 30ft Jo 40ft broad and 300 ft deep, and 1000 ft long, upon which seaplanes may berth; also hotels for passengers, as well as repair shops, wireless station and weather bureau. Powerful beacons will be provided to mark the positions of the islands.
