S. AFRICA AND PORTUGAL. RECRUITMENT OF NATIVES. SOUTH AFRICAN BOMBSHELL. (Australian and N.Z. Cable Assn.) Received January 21, 11.30 ajn. CAPETOWN, January 20. The Union Government has stopped recruiting natives in Mozambique territory for the Rand mines, thus completely terminating all official association with the Portuguese. The explanation is that ' distress prevails amongst the natives in the Union territory, owing to the drought and the devastation caused by locusts. The average annual recruitment in Mozambique was 70,000, and in addition tribute was paid over for each recruitment. Mozambique consequently will lose heavily. The relations between the Union and Mozambique are steadily becoming more strained.. The Union is pressing for greater facilities for shipping Transvaal coal, contending that the Portuguese are not fulfilling, their promises. The Portuguese recently refused to recognise Union currency, causing great loss to Union firms. To-day's decision came as a bombshell to the .Portuguese.
