EXPERT INVESTIGATION.
AMERICAN PARTICIPATION.
SATISFACTION IN BRITAIN

It was announced to-day that the United Slates would view with favour the participation of American experts in the committees of inquiry info Germany's capacity to pay, which the Reparations Commission proposes should be appointed.
It is emphasised that the United States Government itself cannot participate in any official way or appoint official representatives on tho committees, but the participation of American economic experts in a privale capacity will be approved.
The Washington correspondent of the New York Times slate* (hat the President, Mr Coolidge, believes that tho proposed inquiry to determine German's financial capacity will prove a mosl substantial step in the direction of solving Europe's economic problems, and he !iope> ihal il will result in a plan for payment of reparations. It is furthermore stressed Ihal. although the United Stales cannot formally participate in the work of the Reparation? Commission, nevertheless American experts chosen for the committees will serve with the expressed approval of the United Stales Government. It is understood that General C. G. Dawes, who is first director of the Federal Budget, system, and Mr J. P. Morgan, will probably be included among the American experts. The United Stales decision to accept M. Poincare's invitation was actuated by information that France in no wise will reslrict the experts' inquiries, and by the conviction that M. Poincare's proposal closely approximates lo the earlier plan of Mr C. E. Hughes and the Marquis Curzon. LONDON, Dec. 12. The diplomatic correspondent, of the Daily Telegraph states that Mr Goolidge's decision regarding the reparation inquiry is welcomed in London. It is doubtful whether without such co-operation the proposed inquiry would have been held. The inquiry could hardly come more opportunely, since it will facilitate the postponement of cognate controversial issues until the British Ministerial crisis is settled.
