TREATY IN FORCE.
NAVAL LIMITATION, RATIFICATIONS EXCHANQED. U.S.A. SCRAPPING OPERATIONS. Australian and N.Z. Cable Assn. WASHINGTON, August 18. The Five-Power Naval Limitation Treaty and the Four-Power Pacific Pact became effective at noon to-day, when the Secretary of State, Mr C. E. Hughes, the Japanese Ambassador, Mr Hanihara, and the Charges d’Affaires of the other Powers concerned exchanged and deposited ratifications. The ceremony, which was brief, was opened by Mr Hughes, who merely declared, “On behalf of the United States, I deposit the ratifications of the treaty for the limitation of armament and of the FourPower Pact.”
Following the ceremony the Assist-ant-Secretary of the Navy, Mr T. Roosevelt, announced that the United States would immediately commence to scrap 24 ships. Two others would be scrapped before the year ends, and the two latest fighting ships would be converted into aircraft carriers.
