King said that great injustice was being done to teachers at present, and the wfyole system of tranfer struck, at the root of the Dominion training scheme. He. mentioned one school where a teacher, who was lower in the grading list and had only about half the service of another teacher, was transferred to a better school. . The position had not been advertised, and the committee now wished that done. He knew that it would, cause disorganisation in the service if positions like this were advertised, but they wanted to have a contented / service, and, therefore, vacancies must be advertised. Mr R. G. Smith quoted a similar case. The chairman, Mr E. G. Banks, said that the Board wanted to know what was to be done with, the teacher, who had to be transferred. That was the difficulty. The board made an agreement with the department that where opportunity offered, they would give a man o,f'equal salary a chance, and they had endeavoured to keep "that agreement. Mr J. D. McKenzie suggested that if the inspector graded down to those teachers who were not giving satisfaction instead of keeping them up to the standard, it would have a good • effect. These teachers could be \stt where they were for a time,. and if they were not up to th© mark they \ should be graded' down. This would give satisfaction. Mr Ferner pointed out'that if a recent position had been advertised it would not have been, filled by a teacher , who was graded 90 against one graded 118. , (
