England still possesses about 100 tolls, some dating hack to mediaeval time, others less than a century old. Some are private property; others —the majority, in fact—have been acquired by the highway authorities. But in either cas e it is proving almost an insurmountable task and an extremely .costly one to ‘‘free’ these unjust tolls —unjust because motor traffic pays a heavy annual tax for the free right to use the roads. The bother is that the revenue which so many of these toll bars collect is so great and mounting with such rapidity that the “goodwill” value is amazingly high.
