The civic deadlock has partly ended as a result of the Lord Mayor's minute, urging an investigation into the City Surveyor's Department, being carried. The division resulted 13 each, the Lord Mayor giving his -casting vote. Four civic reform aldermen voted with the Labour Party. It is understood that Mr Mc-Elnona will not now resign.
