BOKHARAN RISING. PURELY AN INTERNAL AFFAIR. A MINISTERIAL STATEMENT. ) (Australian and N.Z. Cable Assn.) Received August 22, 12.30 p.m. DELHI, August 21. ’ The Afghan Foreign Minister has issued a statement to the newspapers explaining the Afghan Government’s attitude towards the Bokharan rising. The reorganisation of the civil administration-, and military forces in the Afghan provinces, coinciding with tiie Bokliran disorders, did not medn differences between Russia and Afghanistan. The latter did not wish to create trouble with her friendly neighbours, Russia and Bokhara- He further considers ‘the Bokharan disturbances as a kind of internal disorder, in which Russians and Afghanistan have no right to interfere. Afghanistan remains neutrkl. She has no idea of world conquest. The Foreign Minister concludes by expressing confidence that RussoAfghanjrelalioris will daily he directed to strengthening freedom and welfare in Bokhara and Teheran. A cable states that 250 troops, despatched by the Arabistan Government were ambushed in the Bakhtiari mountains, and practically annihilated.
