HOPELESS BUDGET MUDDLE. (Australian and N.Z. Cable Assn.) LONDON, December 15. The Berlin correspondent of the Westminster Gazette, discussing (lie reparation question, says that the abnormality oi' Germany's financial position does not lie in deficits and paper finance, but in the Tact that she alone has to pay the great, part of her obligations honestly and in gold. The inflation of her paper currency is the result, not the cause, of unhealthy finance, and could be reduced to some extent by funded loans, but unless her budget is balanced, loans will not help her. The present hopeless Budget muddle is caused by high prices, which arc the result of the collapse of the mark in the last six months.
