FRANCE AND ALLIES

DIFFERENCES CAN BE RECONCILED

In a speech delivered at Quilleboeut' on his way to Rouen. President Millcrand alluded to the relations of France with her Allies thus:—France does not forget she knows what she owes lo her Allies, just as her Allies know what, they owe to France. NVe have both manifested the foHing of gratilnde that we entertain towards one another. In all the resolutions taken by Hie French Government sinrv Ihe armistice Ihe firsl consideration has certainly been Hie maintenance of all our alliances, and this will assuredly he Ihe case in lliose thai it may he cal>d upon to lake in the future. Bui our Allies understand just, as we do that, if 'the interests of the people who have fought side by side are not to-day identical, it is just and wise that each of them shall, in our friendship and in our alliance, maintain the liberty that each must enjoy. Resolved to remain faithful to alliances that are dear to us, we arc at the same time resolved never to forget or neglect the permanent interests of France. Nothing, I am sure, will be easier than to reconcile the maintenance of our alliances and our friendships with the vigilant, constant, unshakable defence of the interests of France.
