In the Reichstag; the Chancellor trounced the German Nationalists, declaring that their manoeuvres were not conducive to the country's welfare. During the present crisis their attitude of aloofness was detrimental to Germany's foreign policy. The reactionary plottings were even more serious than feared. Secret organisations have been discovered stretching from Baden to Upper Silesia, and aiming at the overthrow of consti r Uition. They had recently endeavoured t'i accomplish another Kapp insurrection. The Chancellor declined to give further details/ as the problem was under investigation, but he appealed to Germans to protect the republic from downfall. SOCIALISTS' DECJSIONS. The Daily Telegraph's Berlin correspondent stales that the majority of the Socialists arc displaying increasing opposition to the party congress division. BERLIN, October 1. The Spandau Socialists overwhelmingly rejected the decision demanding joint action with the Independents. The Majority SocialisTs passed a resolution stressing the advisability of co-operating witli oilier parlies to ensure (ho continuance of the Democratic Republic, and bring the Slale nearer the ittiinment of »oc.i ilistic aims instead of waiting till they arc able to undertake the Government alone. The parly's object is the isolation of the junkers.
