BELGIUM'S DEBTS
♦ PROPOSAL FOR PAYMENT. ISSUE OF GERMAN BONOS. U.S. ACQUIESCENCE DOUBTFUL. (Australian and N.Z. Cable Assn.) WASHINGTON, February 2 I. It is understood that Mr Wilson will shortly recommend Congress to accep) the special issue of German bonds to pay the debt Belgium owes to the United States, approximately 17,000,000 dollars. Mr Wilson's action will be in accordance with an agreement reached with Mr Lloyd George and M. Clcmenceau at Paris in I'.HO, by which the legislatures of the three countries would he asked to accept a special issue of I,noil,000,(1(111 dollars in German bonds in lieu of what Belgium owes them. II is thought Improbable that Congress will accept this arrangement.
