MR. CHAMBERLAIN'S STATEMENT. CREATES SURPRISE IN AMERICA. UNDUE FINANCIAL BURDEN. (The Times.) Received February 8, 9.10 a.m. LONDON, February 7. The Times' New York correspondent says that Mr Chamberlain's statement In regard to the cancellation of war debts came as a great surprise. It has s;;rred up all the anti-British. German end Irish elements in Congress and all over the country. Treasury officials fekv that it is designed to create an impresson that the Allies are suffering from n undue financial burden, though the United States Treasury officials argua that if the Allies collect the German indemnities they can easily pay the Unitei States.
