It is understood that Krassin will return hearing counter-proposals, which include a refusal to accept responsibi.ity for propaganda conducted by private Russian citizens. The safety of property of the Soviet Government on British soil must be guaranteed, and Russian gold amounting to £2,500\000 he admitted to England. Finally Russia is willing to acknowledge the debts due to private individuals for goods actually delivered to the previous Russian Governments.
