The Senate defeated a closure debate on the Emergency Tariff Bill, which is regarded as dooming the measure which the Democrats can talk to death. Even if the Bill ultimately passed the Senate it would be unable to pass it over the Presidential veto. Opposition to the Bill grew, following upon the announcements that Canada and the Argentine were prepared to introduce retaliatory measures If the Bill were passed.
