LATEST SOVIET DECREE. (Australian and N.Z. Cable Assn.) Received February 3, 11.40 a.m. LONDON, February 2. Soviet Russia has decreed that all persons who fail, after the official invitation, lb go to the theatre to enjoy a scries of Communist, plays, will be fined, the penalties being payable in food rations.
