RETURN OF KIAUGHAU
CHINA-JAPANESE NEGOTIATIONS.

It is understood that negotiations between China and Japan for the return of Kiauchau will shortly be opened. Since Britain and France pointed out to China that it was ad-vis-able to enter into such icgoliations it is believed that the new Chinese Premier is favourably disposed towards the negotiations, which will probably hasten China’s ratification of the treaty.
IRISH AFFAIRS
REMOVAL OF AN INSPECTOR.

The Daily Telegraph’s Dublin correspondent denies the report that Sir Joseph Byrne. Inspector of Constabulary, was solely removed by the action of the Dublin Castle authorities. On the contrary the whole question was carefully deliberated by the Government, and it is understood that both Mr Lloyd George and Mr Bonar Law fully agreed with the Irish executive that there, must be a new InspectorGeneral.
