A DEADLOCK IN CANADA.

The newspapers in Winnipeg are reduced to bulletin size owing to a dispute between the Paper Controller and the Fort Francis paper mill. Cabinet absolutely supports the action of the Controller, and the result is that while the manufacture of paper continues, no shipments arc made anywhere.
