The Slate Department is informed that the Baltic Stales will shortly hold a conference to discuss a defensive alliance against Germany and the Russian Bolsheviks. H is understood that the Esthonians will request the other Slates to conclude peace with the Bolsheviks. Lettish delegates are now in Moscow ready 1 > conclude an armistice if the Bolsheviks will recognise Lacua.
