Sir John Hewitt's report on Mesopotamia reveals that extensive work was undertaken out of army funds both for military purposes and civilian requirements, especially, in regard to agriculture' and irrigation. The latter was necessary to provide food for the troops and to obviate famine for the civil population. Much of the work done will prove of great future advantage. Great improvements were effected in port facilities at Basra and in the inland transport. The fleet during the war cost £9,250,000. Most of the ships can be sold. Sir John Hewitt recommends that Givil administration should take over many of the development works at a cost of £2,000,000.
