MODIFICATION OF TERMS.
REGARDING SCAPA FLOW SINKINGS.
GERMANY WILL PROBABLY SIGN

The Allies have consented to modify the protocol in- the direction of submitting to the Hague whether the tonnage demanded in substitution for the Scapa Flow destruction will cripple Germany. Other features will also be modified, and it is expected that Germany will now sign.
EARLY SIGNING EXPECTED.
(Australian and N.Z. Cable Assn.) Received December 9, 10 a.m. LONDON, Dec. 8. (Mr Bonar Law states that he anticipated the early signing of the peace protocol. Received December 9, 12.40 p.m. LONDON, December 4. Sir Lloyd George, in the House of Commons, said he hoped the Treaty-of Versailles would be ratified before the end of the month.
