A despatch from Tokto states that the Japanese Minister to China has already opened negotiations with Pekin concerning the return of Shantung, and Japan is ready to make such restitution as soon as China is prepared to fulfil the terms of the dual agreement. Concerning the terms in connection with Shantung, it is staled that Japan will withdraw her troops and divide Tsingtao into three settlements —Japanese, Chinese and International.
