COUNTY CLARE “PROCLAIMED.” UNIONIST ACTIVITY. (Received' August 11, 5.5 p.m.) (Reuter.) (Received August 11, 5.5 p.m.) LONDON, August 10. County Clare has been proclaimed under the Defence of the Realm Act owing to lawlessness. Sir E. Carson, presiding at a special meeting of tlie Ulster Unionist Council at Belfast, which decided to revive the Ulster political organisations, said that he would inaugurate a political campaign next month.
