A BROKEN COUNTRY. ESSENTIALsToR EFFICIENCY. FOOD AND RAW MATERIALS. (Australian and N.Z. Cable Assn.) Received August 11, 11.55 a.m. LONDON, August 9. A White Paper states that Dr Ernest Starling and the agriculturists who were sent to Germany declare that the latter is 'broken in body and spirit owing to the semi-starvation of the war and a long time will be required to restore efficiency. The report adds that if the Allies supply the working capital to restart the German machines they will acquire a measure of control obtainable in no other way and the certainty of steady contributions to the expenses for the damages of the war. Urgent needs are food for the workers, concentrated feeding stuffs, manures for agriculture, and raw materials — chiefly cotton, wool, flax, leather, iron ore and certain other ores. Of food fat in the form of meat, oil and seeds are immediately necessary.
