The State Department has published the text of the Articles under discussion at the Peace Conference providing for the trial of the Kaiser and requiring Germany to deliver up all persons charged with breaches of international lew to lb"' proposed Allied tribunals —judges to try the. Kaiser and a court-martial to try the subordinates. The Commission on the Responsibility for the War was carried, despite opposition by Mr Lansing to the clauses p vraigning the Kaiser.
