PROMOTIONS FOR WAR SERVICES. FOB JELLICOE AND BEATTY. ADMIRALS OF THE FLEET. CHANGES IN COMMANDS. (Australian, N.Z. and Renter.) Received April 4, 12.45 a.m. LONDON, April 2. The Admiralty reports that Viscount Jcllicoe and Sir David Boatty have been promoted to Admirals of the Fleet in recognition of their distinguished services in the war. Viscount Jcllicoe will hoist bis flag as Admiral of the Fleet in His. Majesty's ship New Zealand, and Sir David Beatly will hoist his in the Queen Elizabeth, the flagship of the Commander-in-Chief of the Grand Fleet. The Grand Fleet ceases to exist as such on April 7th, and Admiral Bcatty will have to haul down his ilag accordingly. As a result of this change Admiral Sir C. E. Madden has been appointed Commander-in-Chief of the Home and Atlantic Fleets, Rear-Admiral A. C. L«vesion will be Vice-Admiral com-

Rear-Admiral Edmund Grant will be the first naval member of the Commonwealth Naval Board, and Capt. John S. Dumaresq commodore commanding the Australian Fleet.
