GERMANS RECOGNISE CZECHOSLOVAKS. (Reuter's Telegrams.) Received November 6. 12.20 a.m. AMSTERDAM, Nov. 5 Advices from Prague state that the German Government has recognised the independent Czecho-Slovak state, and has announced its readiness to welcome the Czecho-Slovak Ambassador in Berlin at the earliest moment. PANIC CONTINUES IN VIENNA. EXCESSES BY SOLDIERS. RUSSIANS MARCHING ON BUDAPEST. (The Times.) Received Nov. 6, 9 a.m. HAGUE, Nov. 5. Vienna is in a state of constant excitement and panicky rumours. The de. fences were manned on Sunday owing to the belief that escaped prisoners were marching on Vienna. Soldiers are streaming homewards in disorder, committing terrible excesses and plundering Workmen's excesses are reported in a large number of cities. The newspapers plead for the maintenance of order, and state that Austria-Hungary is a world problem. Two thousand escaped Russian prisoners are marching on Budapest. Archduke Joseph with his son took the oath of loyalty to the Budapest Council.
GERMAN MILITARISM DEPOSED. OLD PERSONAL REGIME ABOLISHED DEMOCRATIC ELEMENTS SUPREME. (Reuter's Telegrams.) Received November 6. 10 a.m. AMSTERDAM, Nov. 4. The interview in the Vossiclie Zeitung Willi the German Chancellor appears to be authoritative admission that German militarism lias been finally defeated. He said: "God be praised: the old regime has gone fur good, owing to the war and the practical admission of the military Conservative leaders that their policy had suffered shipwreck, the Democratic elements had finally got the upper hand in Germany."
The, Vorwaerts publishes a proclamation of the social democratics. emphasising the fact that the old personal regime has been abolished and the military finally subordinated to the civil authorities and militarism deprived of its strongest support.
