The Times' Washington correspondent Bays that unstinted credit is given to Mr Wilson for having played a most skilful diplomatic hand in dealing with the Central Powers, thus bringing about a situation which meant the ending of the war upon terms dictated by the Allies. Even thoso who adversely criticised Mr Wilson's note writing to Germany and Austria concede that his was a successful diplomatic manoeuvre, which does not mean that the credit is accorded to Mr Wilson alone, because it is thoroughly understood that He has been in close touch with the Allies in every move he has made.
