The Czecho-Slovaks' aim is a new Provisional Government in Siberia, to bo established at Vladivostok, the convocation of the Constituent Assembly, and the restoration of law and order. Their flag is of two stripes, white and green, representing the snow-clad plains and the verdure of the mighty forests. Their programme includes the liberation of Siberia from the Bolsheviks, avoiding if possible foreign intervention, the establishment of a provincial council and labour bureau, the distribution of 'land, the control of economic adivities and universal suffrage. It will be the first democratic State in Russian history, and the forerunner of the regeneration of Greai Russia. The Government will continue to tight the Central Powers, and the people to ;i man are supporting Cue new regime.
