BERNE, Sept. 2. An epidemic of dysentery, which is general in Germany and Austria, is attributed to malnutrition, and the patients are unable to get good milk. The German War Office is intercepting the milk supplies and extracting nitroglycerine. The War Office even intercepts Swiss milk at the frontiers, though Germany pleaded that she must be allowed to import from Switzerland, otherwise the babies and young children will die. The Austro-German Governments are seeking to allay public fears by announcing that new foods have been invented to replace milk.
