The Now York Times' correspondent at the Hague states that the feeling in favour of a democracy is fast gaining in Holland. The provincial Stales are electing the first Chamber to-day. It is proposed to revise the constitution, providing for universal suffrage, proportionate representation, and probably franchise for women. \
