EXCHANGE OF PRISONERS. (Reuter's Telegrams.) Received May 1, 7 p.m. LONDON, April 30. In the House of Commons Mr J. F. Hope, Junior Lord of the Treasury, stated that Germany 1 had not replied to the British proposal for a mutual transfer of combatants who had been in prison for more than two years to a neutral country. FRENCH GENERAL STAFF. PARIS, May 1. The appointment of General Petain as Chief of the General Staff is likely to he followed by various strengthening changes at headquarters. The Woolwich clerks are returning to work under a Ministerial promise that their claims will be arbitrated on. UNDER SAFE CONDUCT. Received Mav 1, 11.50 p.m. LONDON, May 1. A Continental steamship service between Holland and Southwold, which has been guaranteed sa'e conduct by Oovmany, v. as inaugurated yesterday.
