Russian extreme Socialists, who were formerly exiled in Switzerland, have arrived, and are arranging a peace conference. Some German and French Socialists have accepted the invitation, but the British refused. The British Government refused the exiles permission to visit England, and they travelled from Switzerland through Germany in closed carriages.
