Tip' !''-al slr»ii-!li of the Act is simply that ii is the duty of every citizen to help to enforce it. We hope that when the war is over New Zealand will be able to say proudly that she has done tier part without compelling men to serve, and this will be possible if everyone will study the provisions of the Milit -y Service Act and try to realise the true spirit of them. If we can keep up our quotas of reinforcements without recourse to compulsion some few contemptible shirkers may still skulk in the background, but if the people as a whole make up their minds to assist the authorities the force of public opinion will operate powerfully in the right direction.
