FURTHER INTERESTING REVELATIONS. INFERIORITY OF AMERICAN SHELL. LONDON, February 10. Captain von Papen's papers included specifications and details of the American manufacturing companies regarding German orders for shrapnel and high explosives, and pointing out that the American shell was not equal to the German specifications, because of the difference in the process of manufacture.
George Silvester Viereck writes to von Papen from Berlin, on December 4th, as follows: "We have refrained from publishing the shameful things President Wilson and h : s Administration have done in the name of neutra-
lity, because of not wishing to make the position of Germany's representative here more difficult." A letter from a German-American regrets the impossibility of going to Germany to fight, as it was impossible for him to get through the British, who, he says, "search every corner of etery ship." Facsimiles of von Papen's cheques show large payments for secret service spying and dynamiting. Three sums offered for the spies sent to England, who attempted to enter the Government service. One of those sums is for the man Kuepferle, who, after being sentenced to death in England for espionage, committed suicide in his cell by taking poison which he had concealed on his person.
