BRITISH NAVAL CONSTRUCTION

LONDON, November 22

The Navy League has published a manifesto, in which it states that it views with the greatest concern Mr Churchill's deplorable delay in increasing the naval construction programme to enable Britain to meet all contingencies a few years hence. The League appeals to Parliament and the country to authorise four emergency large armored units, in addition to the other ships of the 1913 programme, as the minimum that is essential to secure the future safety of the Empire.
