The House of Commons had begun on the report stag« of the Naval Prize Bill, when the Opposition fruitlessly moved an amendment tq secure a smaller tribunal with a view to eliminating some of the minor countries. Sir Edward Grey said the court must be drawn from a wide area if it is intended to command consent. Mr B. G. Falle, Unionist, declared that the Convention ignored tbe oversea dominions. Mr Simon accepted the proposal to omit subsection of clause twentythree, lest it exclude the oversea dominions' jurists.
