RATES BEING LOWERED. (Per Press Association.—Copyright.) BERLIN, Sept. 24. The municipal authorities of the important provincial towns are debating relief measures to combat the dear food trouble. The Prussian Government is lowering freights. MAXIMUM PENALTIES INFLICTED (Received Sept. 25, 9.50 p.m.) .VIENNA, Sept. 25. Twenty-three food rioters received the maximum penalties, aggregating ten and a half years.
