Gunpowder Explosion.
TWELVE KILLED

(Received Sept. 11, 9.55 p.m.) TANGIER, Sept. 11. While gunpowder from Fort Rabat was being thrown into the sea a cartload exploded and a French officer, two artillerymen and nine Moorish soldiers were killed.
