A heated correspondence has beeu proceeding for some weeks between the Statei, Federal and Imperial Government's with reference So representation at the Colonial Conference. The State Premiers applied to the Colonial Office for direct represents ion. The matter was referred to the Federal ministry. Mr Deakin urged thit the Commonwealth Cabinet would adequately represent the whole Commonwealth. The State Premiers maintain that as the States still remain Sovereign States, they are entitled to send delegates. They affirm that they cannot accept Mr Deakin as their mouthpiece on several ma'ters which affect the powers relegated to them under the Commonwealth constitution. Th-iy are still strongly pressing their cUims on the Colouial Office. So far Lord Elgin is inclined to the view that the Commonwealth Cabinet alone should aeud delegates.
