WASHINGTON December 15. Mr Bonaparte, Secretary of the Navy, submitted to Congress plans for an improved Dreadnought of 2U,000 tons with a speed of 21 knots and a broadside fire of 25 per cent more than any vessel afioat. She will cost trfx million dollars.
