It considers that a lease without option to purchase will be unsatisfactory to settlers and detrimental to the best interests of the State, as tending to discourage settlement. a The Minister for Lands addressed a meeting at Otahuhu when a vote of thanks to the Minister and confidence in the Government was carried. An amendment in favour of optional system of tenure was negatived.
