THE BIRMINGHAM CONFERENCE. LONDON, November 20. Mr Bell, a Commoner, at the conference at Birmingham, accused officials of the Associated Society of Locomotive Engineers of making many malicious representations to create bad feeling against officials of the Amalgamated Society of Railway Sservants. The former society refused to discuss the subject, and its representatives withdrew from the conference.
