DIPLOMATIC AGREEMENT. REGARDING FOREIGN RELATIONS. LONDON, September 29, The Daily Telegraph states that the Czar and King Edward are about to sign an agreement forbidding intervention of foreigners in affairs in Tibet. The Dalai Lama's powers will in future be spiritual only, and he re« ceive no more Russian protection. The journal adds; It is probable 4 that Russia's sphere of influence in Persia will be confined to north and Great Britain to the south.
