MR FOWLD'.j IDEA^. NO MORE RED TAPEISM. (Br Telegraph. —Press Association.) WANGANUI, This Day. At the opening of the Technical School the Minister for Education Baid, in dealing with his Department, that he did not intend to be bound by any red tapaism. He was prepared to receive suggestion from every source, and asked for a little time to enable him to master the mechanism of his department. He laid it down as a first principle that before rnaking a proposal he would understand it. He was going to do his best to understand things and methods suggested to him; when he understood them he would approve of that which he believed to be best, and prccead without delay to apply it. Speaking of what had been done for education, Mr Fowlds said that last year they paid in teachers'salaries over £133,000 more than was paid six years ago. He hoped for great benefit from the training of teachers, defended the new syllabus and spoke against universal school books. He was opposed to centralisation when equal results could be obtained by decentralisation.
